How to Compare Website Development Quotes: Checklist and Questions
Compare website development quotes after each contractor has priced the same outcome. If one proposal includes content and CRM integration while another covers only design and implementation, the totals represent different scopes.
For a business owner or marketing manager, a practical sequence is to define the first release, put proposals into one comparison table, clarify unknown work and agree on acceptance tests. You can then discuss price, timing and ways to reduce the scope.
This article provides a comparison checklist, questions about unclear line items and a worked example. All examples are hypothetical; they illustrate the method without claiming market prices or savings.
Define the first release
Write a short list of what you need to earn on your published site. For example: service pages, project catalog, content editing by an employee, requests indicating the service, transfer of requests to the manager, transfer of current addresses during redesign. For each item, specify the user and action.
The phrase “modern corporate website” allows for too many interpretations. The wording “an editor can add a service, fill out its description and publish a page without a developer” already allows you to check the result. Separately write down what remains for the next stage: personal account, second language, calculator, catalog import.

Indicate the restrictions: who provides the texts, in what system the catalog is located, is there access to CRM, what should remain of the existing site. The answer “we’ll clarify after the start” is acceptable for a separate unknown task, if it is clear how it will be examined and will affect the assessment.

Copy the table into your document and add a column for each contractor. Fill it out with a link to the proposal point or a specific answer. Mark an empty box as “not specified” so that the absence of a description does not become an assumption of “included”.

The number of pages in itself is a poor description of labor intensity. Several dozen cards on one template and several different sections with their own scenarios will require different work. In the estimate, it is useful to see both the number of unique templates and the volume of their content.
For integration, the entry “CRM connection” is also insufficient. Check whether a contact or deal is created, whether the source and comment are saved, to whom the case is assigned, and what happens if the system is unavailable. Such a list helps to compare sentences with the same line name.
Separate required work, options and unknowns
Each line must have a status and a basis for evaluation. It is practical to use three groups:
- Mandatory launch. Without these works, the stated scenario does not work. Their cost is included in the compared total.
- Options. The result can be run without them. Each option is evaluated separately and has a clear dependency on the major version.
- Work after the examination. For example, transferring data from a system that is not yet accessible. The contractor indicates what information is needed for clarification and when the estimate will appear.
The unknown does not in itself make the offer bad. Risk occurs when unknown work is required to start, but its impact on the budget is hidden. For such tasks, agree on a short survey and findings document before the full scope is approved.
Check the contractor's assumptions: materials are ready; CRM has a suitable API; placement is performed on an accessible server; approval takes place by one person responsible; the catalog is transferred in an agreed format. If the guess doesn't fit your situation, ask for a specific line to be recalculated.
Clarify what design includes
Ask what the team will hand over and how you will coordinate it. The project may require a screen structure, visual concept, basic template layouts, element states, and rules for using components. The required set depends on the task of the site; it should be named explicitly.
The form has an empty state, filled fields, error, submission and confirmation of receipt of the enquiry. The catalog has filtering, no results and a card. If only the beautiful filled screen is negotiated, the behavior of the remaining states is left to the discretion of the contractor.
Also clarify the number of approval rounds and the boundary between fixing and changing the task. Moving a button within an agreed scenario and adding a new calculator have different scopes. The decision to classify a change should be based on the recorded result, and not on the emotional assessment of “small change”.
Agree on acceptance tests
Link acceptance to actions. “The form works” can be replaced with a check: the visitor submits the correct data, receives confirmation, and the person in charge sees the request with the required fields. For incorrect input, the error message and the integrity of the text already entered are checked separately.

The W3C offers primary accessibility checks, including keyboard navigation, focus visibility, and field labels. These checks are useful for acceptance, but are not a substitute for a full accessibility compliance audit. If your project needs such an audit, record it separately.

Compare ongoing costs
Ask for a separate list of recurring payments: hosting, domain, licenses, paid extensions, external services, technical support. For each, specify the account owner, payment period, rate restrictions, and consequences of disconnection.
Support requires its own description. What requests are accepted, how is urgency determined, and are dependency updates, crash recovery, and new features included? A “month of support” without a scope of work does little to help the comparison.

Example: two quotes for the same business website
Let's imagine a conditional project: services, projects, blog, enquiry form and content editing. The first contractor evaluates the design, development, completion of the agreed scope and delivery of requests to the CRM. The second includes design and development, and suggests content and CRM to be discussed later.
To compare proposals, put content and integration on separate lines. Check with the first contractor about their composition, and ask the second for an additional estimate. Then check that both have the same understanding of launching, fixing defects and transferring source code.
If the budget is limited, you can agree on the first release with less content or postpone some sections. The solution should preserve the main scenario: the visitor understands the service and leaves a request, the team receives it and responds. Reducing checks on the delivery of applications for the sake of external consistency of results is risky.

Do you need an hourly breakdown for every task?
For fixed volume, verifiable results, exceptions, and price change conditions are more useful. The hourly estimate assists in billing for actual work, but does not in itself confirm the completeness of the proposal. Agree on how completed tasks are recorded and additional hours are agreed upon.
Can you compare a template website with a custom design?
Yes, if both options solve your scenarios. Specify template restrictions, acceptable changes, and further editing. The table should show the differences in results: the same word “site” does not eliminate them.
What if a contractor provides only a total price?
Ask to disclose major blocks, customer obligations, exceptions and acceptance. The breakdown to each button is not necessary. Without a description of the composition, you will not be able to understand what result was agreed upon and what work will require additional payment.
